64 - Why the Original Sin didn't end by Amnesty or Pardon

Why the Original Sin didn't end by Amnesty or Pardon? According to the justice of the humans on the Earth, Kings and Presidents have the right to grant amnesty or pardon to the guiltier, accordingly, the criminal procedure is expired.

According to the Article 6 – 4 : of the International Covenant on human Civil and Political Rights of the United Nations General Assembly:

(Amnesty, pardon or commutation of the sentence of death may be granted in all cases).

In the Old Testament, God said: (But of the tree of the knowledge of good and evil, thou shalt not eat of it: for in the day that thou eatest thereof thou shalt surely die). Genesis2 : 17.

But due to the Original Sin, Latter, God changed His word from "surely die" to "commutation by sin offering",

The questions is: If the God intended to commutate, why He didn't grant absolute forgiveness and Amnesty?

Do you think that the human is more justice than the Heaven? Isn't it evidence that Islam is the true religion?
